
Pennsylvania House consists in the leisure scannabis laws and is uncertain about the future in the Senate
On May 7, 2025, the Pennsylvania House of Representatives approved the house law 1200, a measure to legalize leisure scannabis for adults from the age of 21. The vote divided 102-101 according to party boundaries with all Democrats and all Republicans who spoke out against the Republicans is the first time that such legislation has passed one of the two chamber in the state.

Although HB 1200 passed the house, considerable hurdles are confronted in the Republican -controlled Senate. Senator Dan Laughlin, a leading republican voice in cannabis policy, said that “there is no way in the Senate for a state business for cannabis for adults”.
Critics argue that the state model could suffocate the participation of small companies and disrupt existing medical cannabis operations. Some legislators are committed to a privatized system, which indicates that such an approach could receive broader support.
Governor Josh Shapiro has expressed support for legalization and highlighted the potential tax benefits to combat the state's budget deficit.
