North Carolina General Assembly votes to approve medical marijuana
The approval of marijuana for recreational or medicinal use is always exciting new information for cannabis advocates. The North Carolina General Assembly broke another piece of good news with its support for medical marijuana in the state.
The state’s Judicial Committee received a testimony of the proposed approval for the first time the week before and voted to approve the law. However, it is still required to move through three panels and steps before considering it on the house floor.
The Committee’s Confidence in Medical Marijuana Law
Rules committee chairman Bill Rabon (a Republican) supported the motion to give patients access to cannabis if they have a disease. Of course, as in other countries, the state of health must be critical and debilitating, such as epilepsy, cancer, multiple sclerosis or HIV / AIDS.
Approved regulators are empowered to add other qualifying conditions if the individuals adhere to the established rules. The legislation aims to provide the people of North Carolina with some compassion and extra care for special ailments.
Legislators also believe the bill will provide easy access for law-abiding citizens who need cannabis to thrive in good health. They don’t want their citizens to source marijuana from the black market or illegally.
Bill Rabon is a cancer survivor who pushed the bill based on his cancer experience, claiming the time has come for more compassionate care in North Carolina. He believes that by legalizing cannabis, more people can be relieved of disease without searching for illegal sources.
The inspiration to vote “YES”.
Aside from the politicians promoting the law, North Carolina was also a tremendous success because of the compelling stories the house received about cannabis. One of these stories comes from Majority Leader Kathy Harrington (a Republican) whose husband was diagnosed with blood cancer. Kathy had a loud “YES” vote on the panel, which enabled the required winning phase for marijuana.
She insisted that she did not support the bill six months ago, but “life comes on you quickly,” and you must do whatever you can to stay healthy. Such stories of the beneficial effects of marijuana on the medical sector cannot be ignored.
The setup for the bill
There was a replacement amendment accepted by the state Judiciary Committee and a 13-member medical cannabis committee that will consider petitions to add medical conditions to the access list.
After the bill is passed, another nine-member medical cannabis production commission will be set up to provide additional support in North Carolina. The commission will provide a regulated supply of cannabis that works well in the medical field and ensures the safety of the substance.
The bill also empowered the Commission to put in place a well-regulated system that includes a “seed to sale” tracking system. There will also be financially viable systems for cannabis suppliers to help them gain access to the highest quality cannabis and other cannabis infused products for patients.
The Commission’s efforts by the North Carolina House and its politicians are also creating a special cannabis research program in North Carolina. This program aims to conduct objective and scientifically sound research into the administration of cannabis and cannabis-infused products. All of this is meant to help the medical cannabis industry.
Finally, the bill is also supposed to generate enough revenue for the commission, which will help them oversee the entire regulated process. The profits also help the department maintain the system, keep it running and work flawlessly.
Under current law, a person who owns more than half an ounce of up to 1.5 ounces of cannabis is at risk of a Class 1 misdemeanor. These persons can also face up to 45 days’ imprisonment and a US $ 200 fine.
Approval of the bill
The members approved the bill after three further changes. One of the changes is reducing the number of medical cannabis dispensaries that could be approved from eight to four. The changes also include some clarifications on how violations of the program or the draft law will be dealt with.
Another aspect that was considered and taken into account before the bill was passed was the intensification of crimes such as the trafficking of cannabis. There were severe penalties for those who still dealt with illegal marijuana, even in the non-medical world.
Doctors are also expected to always tell their patients the approved methods of administering medical marijuana. They need to instruct pharmacies to access the information they need about the patients before dispensing the marijuana.
Before the bill is passed, it must go through the Senate Rules and Operations, Health, and Finance Committees. Interestingly, North Carolina adults support the legalization of recreational marijuana. Three out of four North Carolina citizens agree that it should be legal for medical use.
The move from North Carolina is putting pressure on neighboring states
North Carolina made its choice, and while laudable, it has put pressure on other states to take the same step. A good example is the state of Virginia, which was the first state in the south to legalize recreational cannabis.
This is the kind of expansionist move that excites cannabis advocates who believe more states should legalize cannabis. North Carolina set the pace, and while other states have done the same before them, it’s a significant step that will encourage more states to do the same.
Bottom line
North Carolina has made impressive strides in its cannabis movements and rules, identifying them as a state poised to take its place in the future of cannabis growth. Yes, it took them a while to get there, but they did, and from that point on, they’ll be doing a lot of things right with medical cannabis.
People who grapple with medical problems and diseases of concern are always at the end of their wisdom, especially when doctors don’t know what to do next. Cannabis has been shown to improve the health of the sick and patients in North Carolina now have legal access to it !!
