Marijuana restriction in Finland dates back to the mid-1960s, although the country was a leading liberal society in Europe. The criminalization of individual consumption was controversial, and the national government achieved this goal in 1972.
In this century, especially in 2008, the Finnish government confirmed the use of medicinal marijuana flowers imported from Holland. In 2017, the Supreme Court of Finland ruled that the penalty for serious drug-related crime can be reduced, but this depends on the type of crime, the role of the perpetrator and the amount of substance.
In 2018, a survey showed that 18% of Finland’s citizens believed that adult marijuana use should be legalized. In 2019, a citizens’ initiative to decriminalize cannabis was founded in Finland. This initiative received 50,000 signatures, forcing the Finnish Parliament to take citizens’ attitudes into account. However, this law has still not been passed.
In Finland, the Narcotics Act states that using or clinging to illegal drugs such as marijuana is a criminal offense that is punishable under the law. The penalties are based on the amount of substance, after which it can lead to 5-6 months in prison. However, CBD is legal, while limited amounts of hemp can be grown in Finland.
The legal status of marijuana in Scandinavia
The new reality in Finland that the issue of marijuana reforms will go ahead regardless of resistance bodes well for the cannabis industry in Finland in particular and Europe in general. In general, Scandinavia has strict laws on marijuana use.
Sweden only allows the use of marijuana-based drugs. While in Iceland, all cannabinoid conversation, especially for medicinal purposes, isn’t even on the table. Norway relaxed marijuana laws in 2018, resulting in small holdings in the country.

With agriculture now accounting for more than 2% of Finnish GDP, it becomes unlikely that a more significant crop industry will start from there. However, imports like in Germany, such as the medical type, can come into the country, especially from nearby Denmark.
Despite these issues, some marijuana reforms are already on the political agenda, and that is an encouraging development. There is currently no part of Europe that is not at least planning medical marijuana reform. If it’s not already in progress, it will be taken into account. Beyond that moment, the next big hurdle is making sure these plans are put into action.
Some people remain skeptical about Europe’s marijuana future and legalization concerns. But if you’ve paid close attention to the cannabis industry for many years, you’ll agree that taking this step is a glimmer of hope for the future.
