The Seed To Sell's value chain begins with plants in the ground, and many observers and analysts follow this license to assess how the offer and price of cannabis will move. The number of plants and the roofing are still often cited metrics for the cultivation part of the supply chain. The licenses have decreased slightly in some markets since the last quarter due to ongoing moratoriums and oversupply.

- 747 attachments were granted in the second quarter of 456 in the second quarter
- Michigan spent 336 (45%) in the second quarter
- California granted 153 new growing licenses, with New Mexico watching 72 retreat after the New Mexico
- There are 18,164 active cultivation licenses nationwide from 18,218 at the end of Q1
The following graphic shows a new edition of cultivation license in 2025. The numbers are consistent, except in April, when Michigan 210 released. Oklahoma's renovations of Oklahoma are excluded from these numbers.

In the first six months of the year, the exhibiting states are a mixture of mature, growing and new markets, with Michigan being well anchored in the first place.

California is still first class, but Michigan is a strong and growing number two on the market.
Diploma
While Michigan led the first six months of the year, California has a dominant lead in the overall licenses. An interesting footnote for California is that the number of large licenses has increased significantly – in February 63, this number is 90 plus 2 with “limited operations”. These large licenses compete with many smaller ones – therefore the growth of licenses can be steamed there in the future.
