Cannacurio 114: License Recap Q2 2025

After the first quarter of 2025 we learned that no briefing time plan for cannabis had been stopped. The DEA was currently using its best cutting and past to publish the same update at the end of the second quarter: “No letter schedule was set.” However, as we wrote in April, the supervisory authorities continue to issue licenses and renovations in all state programs.

Key results

  • For all activities in the second quarter of 2025, 1,470 new licenses from 1,153 were exhibited in the first quarter of 2025.
  • There were 39,047 active cannabis licenses, imperceptible from 39,427 compared to the first quarter of 2025.
  • 30 countries have exhibited at least one license this quarter.

Cultivation, production and shop licenses made 90% of the cannabis displays on display. The following diagram compares the ratio between the first and second quarter of 2025.

  • The cultivation licenses rose from 45% to 56% of the total.
  • Business decreased by 27% by 38%.
  • The production was stable by 1% to 18%.

*Oklahoma is excluded from these sums because their “new” licenses are just extensions.

In retrospect for the last 12 months, the most fleeting category for new licenses was the cultivation, which had an increase in April, as 210 new cultivation licenses were exhibited in Michigan.

As mentioned above, most of the new licenses were Michigan's cultivation. The same applies to California with 63% as cultivation.

When considering the number of facilities in the past twelve months, the ratio of licenses to companies over 1.2 licenses for each facility. Large California grows average, while independent business promotes alone.

Activities

While there are many types of licenses in the cannabis ecosystem, cultivation, production and shops make up about 90% of the published licenses – and they are generally licensed in all jurisdiction. The following section deals with these activities for Q2 2025.

Cultivation

Throughout the year, the states of low prices have withdrawn from us due to oversupply. Despite this 747 other growing licenses in the quarter, 45%came from Michigan.

Cultivation of important points

  • 747 attachments were granted in the second quarter of 456 in the second quarter.
  • Michigan issued 336 (45%).
  • California granted 153 new cultivation licenses with New Mexico with 72.
  • There are 18,164 active cultivation licenses nationwide from 18,218 at the end of the first quarter.

The following graphic shows a new edition of cultivation license in 2025. The numbers are quite consistent, except in April when Michigan did 210.

Production

The production licenses were the smallest category in relation to the new license output in the usual way. In the second quarter, 235 new licenses were issued in 16 countries. This rose by 34% from 175 in the second quarter.

Manufacturing important points

  • 235 new production licenses were exhibited in the second quarter of 2025, compared to 175 in the first quarter of 2025.
  • New Mexico led the ranking list with 91 with New York with 68.
  • 16 states granted licenses for this activity in the second quarter of 2025, compared to 15 in the second quarter of 2025.

Pharmacy/retail

The openings for the business are still up -to -date, since many supervisory authorities collide the allocation of these new licenses, as they are publicly opposed and create a lot of pro -mood. As we have already written in this blog, many of these license holders continue to compete with the Legacy Market and with smoke, vape and CBD stores.

Pharmacy/retail important points

  • 28 countries added shops in Q2.
  • 361 new licenses were exhibited in the second quarter of 381 (-5%) in the second quarter.
  • At the end of the first quarter there are 13,198 active licenses for the apartment from 13,184.
  • 132 Oklahoma licenses have been offline since January 1.

New York has captured its management position in the shop ranking since the fourth quarter of 2024. And made almost a quarter of all new shop licenses nationwide.

Diploma

At that time in the year there is still no significant movement for rescheduling. The industry was tempting with photos that supposedly the former representative of Florida, Matt Gaetz, showed how he was through a counseling contract for a flight, as well as many influencers that besiege the Trump administration with requests against moving. It seems that the White House currently has other urgent affairs.

In other messages, the Senate only confirmed Terrance Cole as the new head of the drug authority, while the administrative judge of DEA, Brian Mulrooney, the judge who monitored the hearing of the reinvention announced his retirement.

As for licensing, it was another slow and steady quarter with 1,470 new licenses, in the first quarter. Industry observers are still trained in Minnesota, Kentucky and Delaware. Minnesota has published a handful, but the data is sparse. We will keep you up to date as conditions.
