Business or doors are an important retail metric for the industry. Cannabiz media make up medical licenses as pharmacies and adult licenses as retailers. Overall, the net number of shops rose slightly in the quarter around 168.

Key results

  • 337 new business licenses were issued in the first quarter of 2025, from 566 (-40%) in the first quarter of 2024
  • 27 countries have issued new business licenses in the quarter
  • There are 13,184 active licenses in 12,539 shops

Trends

The industry competes with replacements and additions while trying to survive. Some companies swivel less regulated offers such as hemp, while others are looking for solutions to alleviate the oversupply:

  • hemp – CuralAF took one of her pharmacies in Florida and configured it to sell hemp products that have joined the other 11,148 hemp dealers who have already been licensed in the Sunshine State.
  • Illegal market – Connecticut has just announced a judgment of 4.93 million US dollars against a smoke business for the sale of cannabis. These headlines are common in Connecticut
  • moratorium -Michigan's largest lobbying organization for the state's MJ industry asks the legislators to stop the issue of new cannabis business licenses. Oregon and Oklahoma have been under moratoriums for years.

Here is a look at the ten best countries that have given new licenses in the first quarter. New York made up the majority of these licenses.

In retrospect for the last 12 months, the average number of new business licenses was around 158. The outline months can be returned to one or two countries that drop a large number of new licenses. The brackets show the effects and jurisdiction of these actions.

The lines contract very slightly when more states merge for adults and medical licenses. There are currently 1.05 licenses per facility. A year ago, this number was 1.063. While we look ahead, most industry observers turn to Minnesota, which has received thousands of licenses in the state. 854 of them are for business.
